American lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators floated a plan unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Deepening Consequences of Federal Closure
The effect on Americans from the longest closure of the federal government in history deepened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As weekend meeting got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator stated.
Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Opposition lawmakers expressed concerned reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."
Continuing Negotiations
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.
Another senior Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover patients with existing health issues.
After his resort visit, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
